The United Mexican States is a union of 31 thirty one States and one Federal District (the Mexican Federal District, or Distrito Federal, in a federal republic. According to the 1917 Constitution, executive power in each of those states is deposited in a Governor, who is elected for a six-year term by direct, popular, secret universal suffrage. No Governor of any Mexican state can be reelected.
