Stumpf is a Minnesota politician and a member of the Minnesota Senate representing District 1, which includes all or portions of Beltrami, Kittson, Lake of the Woods, Marshall, Pennington, Polk, Red Lake and Roseau counties in the northwestern part of the state. A Democrat, he was first elected to the Senate in 1982 and re-elected in 1986, 1990, 1992, 1996, 2000, 2002 and 2006.

Prior to this, he served briefly in the Minnesota House of Representatives from 1981-1983 representing District 1B. Stumpf is currently a member of the Senate's Capital Investment Committee, the Education Committee (which he chairs), the Environment and Natural Resources Committee, and the Finance Committee. He also serves on the Finance Subcommittee for the E-12 Education Budget and Policy Division (which he also chairs), and on the Rules and Administration Subcommittee for Committees. He served as a majority whip from 1991-1993. Stumpf completed high school at Nazareth Hall High School, and then went on to receive a B.A. from the St. Paul Seminary in Saint Paul, Minnesota. He later received a M.P.A. from the Maxwell School of Citizenship and Public Affairs at Syracuse University in Syracuse, New York. He and his wife, Carol, have three children. He used to be a professional lifter, holding the world record for most benches of 400+ pounds.
