A from Kenyon College and his J.D. from North Carolina Central University where he teaches as an assistant professor. He is a member of the Mayors Against Illegal Guns Coalition, a bi-partisan group with a stated goal of "making the public safer by getting illegal guns off the streets. " The Coalition is co-chaired by Boston Mayor Thomas Menino and New York City Mayor Michael Bloomberg. He is also a member of Mayors for Peace, which advocates abolition of nuclear weapons, and was among the first mayors in the nation to sign the Mayors Climate Protection Agreement. During his time as Chair, the North Carolina Metropolitan Mayors Coalition successfully led the effort to pass the state’s first anti-gang legislation. The group’s agenda also includes strengthening the judicial system and reducing crime, identifying and implementing multimodal transportation options, and managing urban growth. Mayor Foy is an assistant professor of law at North Carolina Central University, a historically black institution. His teaching and academic pursuits focus on issues in Environmental Law. He also serves on the North Carolina State Bar’s Ethics Committee. Mayor Foy is not seeking a fifth term in 2009. He is considering challenging incumbent North Carolina Senator Richard Burr in the 2010 election.
