John Garrett Penn (March 19, 1932 – September 9, 2007) was a United States federal judge. Penn was born in Pittsfield, Massachusetts. Princeton University, Woodrow Wilson School of Public and International Affairs. He received an A.B. from the University of Massachusetts in 1954. He received an LL.B. from Boston University in 1957. He was in the United States Army, JAG Corps from 1958 to 1961. He was a Tax Division, General Litigation Section, U.S. Department of Justice from 1961 to 1970.

Penn's service was terminated on September 9, 2007, due to death. He died in Washington, D.C.
