Johan C. Verbeke, born 1951, is the Secretary-General’s Special Representative and Head of the UN Observer Mission in Georgia (UNOMIG). He was formerly the permanent representative of Belgium to the United Nations and to its Security Council. He was briefly the UN special coordinator for Lebanon, serving as the United Nations Secretary General's representative in Lebanon.

Prior to that, he had been the Chef de Cabinet of the Ministry of Foreign Affairs. He previously worked in the Ministry as the Deputy Director General for Political Affairs and as the Deputy Chief of Mission in Washington, D.C. Verbeke joined the Belgian Ministry of Foreign Affairs in 1981 and has served in various capacities for his country's foreign service, including as Chairman of the Security Council Sanctions Committees on Côte d’Ivoire, Iran and Al Qaida/Taliban, leader of the Security Council Mission to Kosovo (April 2007), Facilitator of the President of the General Assembly for the negotiation of General Assembly-resolutions on Millennium Development Goals-implementation and Economic and Social Council-reform (2005-2006), Personal Representative of the Minister of Foreign Affairs for Counter-Terrorism (2003), Special Envoy of the Prime Minister to the New Partnership for Africa’s Development (NEPAD) (2002-2005). Verbeke holds a Master of Laws (LL.M. ) from the Yale University Law School and a Diplôme d’Etudes Supérieures Européennes (D.E.S. ) from the Université de Nancy.

In 1974 behaalde hij de diploma’s van zowel licentiaat filosofie als doctor in de rechten aan de Universiteit Gent. In 1975 behaalde hij een diploma “Hogere Europese Studies” aan de Universiteit van Nancy en in 1978 een diploma licenciaat rechten aan de Yale-universiteit. Hij was van 1975 tot 1977 assistent professor Europees economisch recht en van 1978 tot 1981 junior vennoot bij de rechtsvennootschap Cleary, Gottlieb, Steen & Hamilton in New York. In 1981 trad hij toe tot de diplomatieke wereld, te beginnen bij het Ministerie van Buitenlandse Zaken. Hij werkte achtereenvolgens in Beiroet (1982), Amman (1984), Bujumbura (1985) en Santiago (1988), was woordvoerder van het Ministerie van Buitenlandse Zaken (1990) en werd toegewezen aan de missie bij de Europese Unie gedurende het Belgisch EU-voorzitterschap in 1993. In Washington D.C. kreeg hij de positie van gedeputeerd missieleider (1994) en nadien trad hij terug toe tot het Ministerie in België. Daar werd hij Eerste Afgevaardigde Directeur-generaal van Politieke Zaken (1998) en vervolgens Kabinetschef van het Ministerie van Buitenlandse Zaken (2000). Gedurende de maand juni 2007 leidde Verbeke het Belgische voorzitterschap van de Veiligheidsraad. Op 10 april 2008 werd de ambassadeur door VN-secretaris-generaal Ban Ki-moon benoemd tot Speciaal Coördinator van de VN-operaties in Libanon met de rang van onder-secretaris-generaal.
