Jeffrey R. Howard is a federal judge on the United States Court of Appeals for the First Circuit. He was nominated to that court by President George W. Bush on September 4, 2001, and confirmed 99-0by the U.S. Senate on April 23, 2002. He was Bush's only appointee to the First Circuit to be confirmed. Howard graduated from Plymouth State College in 1978 with a B.A. , and he received a J.D. from the Georgetown University Law Center in 1981.
