Joseph "Jef" Planckaert was a Belgian racing cyclist. He is seen as one of the best Belgian cyclists of the 50's and 60's of the twentieth century. His best season was 1962, when on the citadel of Namen he became Belgian champion, won Paris-Nice and the Tour de Luxembourg, won Liège-Bastogne-Liège and became second in the Tour de France. He also won Omloop Het Volk in 1958, and Four Days of Dunkirk in 1957, 1960 and 1963.

Insgesamt konnte er in seiner Karriere über 50 Erfolge feiern. Seine beste Saison hatte er im Jahr 1962 als er den zweiten Platz in der Super-Prestige-Pernod-Wertung, einem Vorgänger des Rad-Weltcups, belegte. Der Flame verstarb am 22. Mai 2007 im Alter von 73 Jahren nach einer langen und schweren Krankheit.

Il terminera à la 2 place de ce tour 1962, le podium étant complété par Raymond Poulidor. Encore 1 des Quatre jours de Dunkerque en 1963, il abandonnera le Tour de France cette année là et mettra fin à sa carrière en 1965. En tout, il participa à 9 Tours de France et se classa: 16 en 1957, 6 en 1958, 17 en 1959, 5 en 1960, 15 en 1961, 2 en 1962, abandon en 1963 et 1964 et 56 en 1965.
