Jean-Marie Bockel has been Secretary of State for Defence and Veterans in the government of Prime Minister François Fillon since 18 March 2008, having previously been Secretary of State for Cooperation and La Francophonie since June 2007. He has been a member of the French National Assembly since 1981, when he stood as a Socialist Party candidate, and was Minister for Commerce in the Socialist Party government of Laurent Fabius between 1984 and 1986.

Bockel (commonly referred to at "JMB" in France) is a lawyer and has been mayor of Mulhouse since 1989. On the right wing of the Socialist Party, he declared himself to be an admirer and strong supporter of the policies of Tony Blair. In November 2007 he announced the formation of a new centre-left political party, Modern Left (Gauche Moderne), following his resignation from the Socialist Party when joining the Sarkozy administration, and is using this party as a vehicle to campaign in the municipal elections of 2008 for a fourth term as mayor.

Depuis le 23 juin 2009, il est secrétaire d'État auprès de la ministre de la Justice et des libertés. C'est un ancien membre du Parti socialiste. En tant que tel, il a été secrétaire d'État auprès du ministre du commerce entre 1984 et 1986 dans le gouvernement Fabius, puis il a été élu maire de Mulhouse en 1989 et sénateur du Haut-Rhin en 2004. Il est, depuis le 19 juin 2007, secrétaire d'État dans le gouvernement Fillon II tout d'abord chargé de la Coopération et la Francophonie auprès du ministre des Affaires étrangères et des Affaires européennes puis, entre le 18 mars 2008 et le 23 juin 2009, de la Défense et des anciens combattants auprès du ministre de la Défense et depuis le 23 juin 2009 secrétaire d'État auprès de la ministre de la Justice et des libertés.
