Javier Otxoa Palacios is a Spanish cyclist, formerly of the Kelme cycling team. His name is sometimes spelled Javier Ochoa in media reports. In 2000 Otxoa won a heavy mountain stage in the Tour de France on top of the Hautacam. In February 2001 a car hit him and his twin brother Ricardo during training. Ricardo died. Javier survived but was in a coma for a month and became seriously disabled. He continued cycling, however.

In the 2004 Summer Paralympics he won a gold in the road race/time trial event and a silver in the individual pursuit. Otxoa was disqualified during the preliminary round of the individual pursuit (CP 3) at the 2008 Summer Paralympics, for riding too close behind his opponent, Darren Kenny, who had overtaken him. Kenny stated that he was disappointed by this as he would have liked to compete against Otxoa in the final. Otxoa currently resides in Alhaurín de la Torre, Málaga.

In 2000 won Otxoa de tiende etappe van de Ronde van Frankrijk van Dax naar Lourdes-Hautacam voor Lance Armstrong en José María Jiménez. Deze zware bergetappe leidde over de Côte de Barcus, Col de Marie Blanque, Col d'Aubisque, Col du Soulor en eindigde bovenaan de slotklim naar Lourdes-Hautacam. Op alle cols kwam Otxoa als eerste boven. Mede door deze prestatie werd hij tweede in het bergklassement achter Santiago Botero. In 2001 werden Javier Otxoa en zijn tweelingbroer Ricardo tijdens een training aangereden door een auto. Ricardo overleed en Javier raakte twee maanden in coma. Na twee jaar revalidatie begon hij weer met wielrennen. Aan het ongeluk had hij zodanige handicaps overgehouden, dat hij zijn professionele wielercarrière niet kon voortzetten, maar hij kon wel meedoen aan wedstrijden voor sporters met een handicap. Hij bleek direct een van de beste renners in zijn discipline en won een gouden en een zilveren medaille op de Paralympische Zomerspelen van 2004.
