Parties: Komeito (New Komeito) Democratic Party of Japan (DPJ) (Minshu-to) Japanese Communist Party (JCP) (Nihon Kyosan-to) Liberal Party (LP) (Jiyu-to) Liberal Democrat Party (LDP) (Jiyu Minshu-to) Social Democrat Party (SDP) (Shakai Minshu-to) The House of Representatives consists of 480 members, 300 elected from single-member constituencies and 180 elected on a proportional basis from eleven multi-member constituencies known as Block constituencies. Figures for party allegiances are based on those given at the Japanese Diet website. Party allegiances are loose and changeable in Japan and various versions of these figures exist. The house was dissolved again in October 2003 and the next election was held on 9 November. The Liberal Democrat Party maintained its coalition majority with help from the rural areas, even though the Democrat Party made considerable gains. Komeito Party didn't lose anything, and gained 5 seats. The Communists also made 20 seats, a considerable gain. The Social Democrat Party also won 19 seats, something new for the party. The Liberal Party also won 19 seats.

In seiner Rede bezeichnete Mori Japan als „Land der Götter mit dem Tennō im Zentrum“. Die Opposition sah das Prinzip der Trennung von Religion und Staat verletzt und in Meinungsumfragen sanken Moris Zustimmungswerte schlagartig. Am 2. Juni beantragte die Opposition im Shūgiin ein Misstrauensvotum gegen das Kabinett Mori. Gemäß Artikel 69 der japanischen Verfassung muss das Kabinett als ganzes nach Annahme eines Misstrauensvotums zurücktreten, es sei denn das Shūgiin wird innerhalb von zehn Tagen aufgelöst. Anstatt sich dem Votum zu stellen, löste Mori das Shūgiin auf: Unmittelbar nach der Aussprache wurde die Verkündung der Auflösung verlesen, so dass keine Abstimmung mehr stattfinden konnte. Thema des äußerst kurzen Wahlkampfs war neben den zahlreichen umstrittenen Äußerungen Moris – am Vorabend der Wahl sagte er beispielsweise, er hoffe, dass viele der unentschlossenen Wähler nicht zur Wahl gehen würden – vor allem die Wirtschaftslage: Während die LDP-geführte Regierung für Infrastrukturprojekte und Konjunkturprogramme zur Belebung der Wirtschaft eintrat, forderte die Opposition eine Intensivierung der Reformen zur Deregulierung und Liberalisierung. Im Februar war eine Verkleinerung der elf Verhältniswahlblöcke um insgesamt 20 auf 180 Sitze beschlossen worden. Die Wahlbeteiligung betrug 62,49% bei der Direktwahl und 62,45% bei der Verhältniswahl und erholte sich damit leicht von ihrem Rekordtief vier Jahre zuvor.
