James Francis McNulty, Jr. (October 18, 1925 – June 30, 2009) was a U.S. politician hailing from the Democratic party. He was born in Boston, Massachusetts and attended college at the University of Arizona where he was a member of Phi Delta Theta Fraternity. He defeated State Senator Jim Kolbe by around 1600 votes when the 5th District was created. However, two years later, Kolbe unseated McNulty, largely due to the district running about 60 percent for Ronald Reagan.

Bei den Kongresswahlen 1982 wurde McNulty als Demokrat in den 98. Kongress gewählt und vertrat dort vom 3. Januar 1983 bis zum 3. Januar 1985 den Bundesstaat Arizona im Repräsentantenhaus der Vereinigten Staaten. In den 99. Kongress wurde er nicht wiedergewählt. McNulty wurde nun wieder als Anwalt tätig und ging erst im Jahr 2000 in den Ruhenstand. McNulty war verheiratet und hatte drei Kinder, einen Sohn und zwei Töchter.
