Elle est née en Israël le 10 novembre 1968 dans la petite commune de Kiryat-Ata, près de Haïfa. Sa mère est égyptienne et sa grand-mère est une grande chanteuse populaire qui s'appelle Nora. Quant à son père, il est d'origine marocaine et espagnole et lui aussi est musicien. Ishtar et sa sœur sont élevées dans un milieu arabophone. La musique compte beaucoup pour elle dès son enfance. A 15 ans, elle chante déjà professionnellement. Le surnom Ishtar lui vient de sa grand-mère. Ishtar est le nom de la déesse de la fécondité dans les religions de l'ancienne Asie.
