Intrastat is the system for collecting statistics on the trade in goods between countries of the European Union (EU). It began operation on 1 January 1993, when it replaced customs declarations as the source of trade statistics within the EU. The requirements of Intrastat are similar in all member states of the EU.

  • Intrastat kurz für Innergemeinschaftliche Handelsstatistik oder ICTS beruht auf der EG-Verordnung Nr. 638/2004 über die Gemeinschaftsstatistiken des Warenverkehrs zwischen Mitgliedstaaten, welche am 1. Januar 2005 die vormalige EWG-Verordnung Nr. 3330/91 ersetzte. Diese und die EG-Verordnungen Nr. 1901/2000 und Nr. 1917/2000 regeln unionsweite Mindeststandards der handelsstatistischen Erfassung. Intrastat-Meldungen dienen zur Erfassung des tatsächlichen Warenverkehrs zwischen den Mitgliedstaaten der Europäischen Gemeinschaft. Unternehmen müssen Versendungen und Eingänge zentral melden, in Deutschland an das Statistische Bundesamt. Von der Meldepflicht sind in Deutschland umsatzsteuerpflichtige Unternehmen befreit, deren Versendungen in andere EU-Mitgliedstaaten bzw. Eingänge den Wert von 400.000 Euro im Vorjahr nicht überschritten haben. Wird diese Wertgrenze erst im laufenden Kalenderjahr überschritten, so beginnt die Meldepflicht mit dem Monat, in dem die Schwelle überschritten wurde. Privatpersonen sind von der Meldepflicht ausgenommen, es sei denn, sie versenden an ausländische Privatpersonen. Die Abgabe dieser Meldungen ist für alle EU-Mitgliedsstaaten verbindlich.

Deklaracja Intrastat jest składana za okresy miesięczne, osobno dla przywozu i wywozu, jeżeli zostały przekroczone kwoty obrotów określonych progami statystycznymi, ogłaszanymi corocznie przez GUS. Oprócz systemu Intrastat, w krajach UE funkcjnuje także system Extrastat.
