In the intro, Tupac receives phone calls from his friends about the police beating them for no apparent reason and various crimes that are directed at them, after which he starts to rap. This was one of the songs that a youth in Texas blamed his shooting of a state trooper on, as outro of the songs, he disses the authorities by saying "Fuck You" to them repeatedly in the background while him saying saying quotes like "fuck you to the F.B.I. , fuck you to the C.I.A. ", or as Tupac called it before he started the outro "giving his fuck offs". The song was sampled later by rapper Eminem in his song Just Don't Give a Fuck.
