Originally commissioned in The Leicestershire Regiment of the British Army in 1914, he transferred to the Royal Flying Corps in 1915. After various appointments of increasing seniority during the 1920s and 1930s, he served as the Air Member for Training at the Air Council from 1940 to 1943, was Allied Air Commander in South East Asia between 1944 and 1945, and served on the Military Staff Committee of the United Nations from 1945 to 1948.
