Graham Wallas was an English socialist, social psychologist, educationalist, and a leader of the Fabian Society. Born in Monkwearmouth, Sunderland, Wallas was educated at Shrewsbury School and Corpus Christi College, Oxford. It was at Oxford that Wallas abandoned his religion. He taught at Highgate School until 1885, when he resigned rather than participate in communion, and was President of the Rationalist Press Association.

Dans cette logique, il a été membre, de 1912 à 1915, de la Royal Commission on the Civil Service. Hormis auprès de certains de ces étudiants de la London School of Economics et d’un cercle d’amis, son influence au Royaume-Uni a été faible. Elle a été bien plus forte aux Etats-Unis où il a effectué de nombreuses conférences : 1896-1897, 1910 (Harvard) où il a fait connaissance de celui qui devait devenir un de ses principaux disciples Walter Lippmann, 1914 (Lowell Lecturer à Boston), 1919 (Yale), 1928 (Williamstown). En France, bien qu’il fut un ami proche d’Elie Halévy son influence a été nulle et aucun de ses ouvrages n’a été semble-t-il traduit à ce jour.
