He served as a member of the Maryland State Senate from 1866 to 1867, and was elected as a Democrat to the United States Senate to fill the vacancy caused by the action of the Senate in declining to permit Philip F. Thomas to qualify, serving from March 7, 1868, to March 3, 1873. After his term in the Senate, he resumed the practice of law in Chestertown, and died there in 1879. He is interred in Chester Cemetery.
