Born in 1956, he was brought up in Seattle, Washington. He graduated from University of Washington in 1984 with a doctorate in computing science. After graduating he went to work for DEC in Seattle for Dave Cutler. On 7 November 1988, he moved with the majority of Cutler's team to Microsoft, where he was a member of the initial team that developed Windows NT. In particular he worked on file systems, porting DOS's FAT and OS/2's HPFS filesystems to NT. He also worked with Tom Miller in designing and implementing the first version of NTFS, the new file system designed for Windows NT.
