- Free and open-source software, also F/OSS, FOSS, or FLOSS is software that is liberally licensed to grant the right of users to study, change, and improve its design through the availability of its source code. This approach has gained both momentum and acceptance as the potential benefits have been increasingly recognized by both individuals and corporate players. 'F/OSS' is an inclusive term generally synonymous with both free software and open source software which describe similar development models, but with differing cultures and philosophies. 'Free software' focuses on the philosophical freedoms it gives to users and 'open source' focuses on the perceived strengths of its peer-to-peer development model. Many people relate to both aspects and so 'F/OSS' is a term that can be used without particular bias towards either camp. Free software licences and open source licenses are used by many software packages. The licenses have important differences, which mirror the differences in the ways the two kinds of software can be used and distributed and reflect differences in the philosophy behind the two. Today the terms "free software" and "free open source software" (FOSS) and "free libre open source software" (FLOSS) generally mean the same thing. Despite disagreements about independently important but relatively minor differences, the simple term "open source" originally had the same meaning as FOSS/FLOSS for several years, nicely guarded, but not trademarked, by the Open Source Initiative. However, by mid 2007 enough companies were opening some source to hop on the open source bandwagon, while keeping other advanced functionality closed, that the common meaning of "open source" came to include what is now called Commercial Open Source Software (COSS) as well. Today either the specific terms free software/FOSS/FLOSS or COSS are often used instead of the more general term "open source" in order to differentiate between the two different models and preserve the original meaning of the free software/FOSS/FLOSS space.

Infatti, Richard Stallman, fondatore del movimento Free Software ha pubblicamente raccomandato l'uso di questo termine per coloro che, specialmente nella comunità dei ricercatori, voglia mantenersi neutrale. La L in FLOSS vuole enfatizzare il significato di "libero" della parola "free", piuttosto che quello di "gratuito". Alcuni non anglofoni preferiscono questo acronimo perché traducibile nelle loro lingue madri: la F può stare per Frei in tedesco mentre la L sta per Libre in francese e spagnolo, Livre in portoghese, e Libero in italiano, e così via. Alla fine del 2004 FLOSS è stato scelto come termine inglese in documenti ufficiali di vari Paesi, tra cui Sudafrica, Spagna e Brasile anche per evitare la scelta tra le due definizioni, in parte differenti e filosoficamente anche in parte contrapposte, di software libero (free software) e di software a sorgente aperto (open source). In spagnolo e portoghese, libre/livre software resta il termine per software libero, evitando l'ambiguità della parola inglese (free è sia "libero" che "gratuito") che aveva portato a coniare il termine Open Source. Un altro termine con significato simile a FLOSS è software non proprietario. Dal punto di vista legale comunque, solo il software di pubblico dominio è non proprietario.

W praktyce każdy program na licencji zgodnej z definicją Free Software Foundation jest jednocześnie zgodny z bardziej liberalną definicją Open Source Initiative, jednak różnice w założeniach obu definicji powodują, że nurt związany z FSF i projektem GNU obstaje przy rozróżnianiu Wolnego Oprogramowania (aspekt prawny/ideowy) od Otwartego Oprogramowania (aspekt techniczny). W zależności od kontekstu skrót FLOSS może dotyczyć zarówno obu nurtów ruchu, obu typów definicji licencji na oprogramowanie, zbioru oprogramowania na tych licencjach lub kombinacji tych składników.

Кожна спільнота має своє, відмінне одне від іншого, формулювання головних засад свого існування та кінцевої мети, але поточні цілі цих двох спільнот дуже часто збігаються. Багато ліцензій визнаються обома спільнотами як вільні та відкриті одночасно.
