Born in Saginaw, Michigan, he earned a Bachelor of Science in Engineering from the University of Michigan in 1904. Emerson was the Wyoming State Engineer from 1919 until his election as governor. In the 1926 election for Governor, he defeated Nellie Tayloe Ross, the first woman governor in the United States. He died only six weeks into his second term at the age of 48.
