Although many residents initially welcomed the fall of the Soviet regime, as Nazi repression intensified over the following years, some anti-German people of this country used the heavily-forested countryside as a natural refuge and basis for armed anti-German resistance. Resistance units varied in size and composition, ranging from individually operating guerrillas, armed primarily for self-defence, to larger and better organised groups It should be noted, though, that the importance of Soviet partisans in Estonia was steadily overestimated in Soviet sources. In effect, those groups were rather small in Estonia, often consisting of Soviet paratroopers brought from the USSR proper, and never even reaching the degree of anti-German/pro-Soviet guerilla warfare in Lithuania (which, in turn, was minor compared with anti-Nazi resistance activities in neighbouring Belarus).
