In doing so it aims to clarify the relationship between practical policy issues and more fundamental underlying principles or assumptions. Established in 1992 with editorial offices at the University of Lancaster, UK and edited by Alan Holland until 2007 when Clive L. Spash became editor-in-chief and editorial offices were moved to the University of Central Lancashire.
