Enquanto a Embraer não fecha as parcerias para o desenvolvimento e/ou produção da aeronave, a FAB vai preparando a proposta de desenvolvimento e compra de cerca de 22 a 30 aeronaves num lote inicial. O valor do que seria o primeiro contrato deve chegar a US$1,3 bi, em um mercado estimado pela Embraer de US$20 bi ou mais. Em março de 2009 o governo brasileiro, durante as turbulências da economia mundial, anunciou um investimento no projeto, a fim de garantir empregos na fabricante brasileira, e dotar a Força Aérea Brasileira com a nova aeronave, em substituição à antiga frota da força.
