Francis "Edward" Twining, Baron Twining, GCMG, MBE, more commonly known as Sir Edward Twining, was a British peer and former Governor of North Borneo and Governor of Tanganyika. He was a member of the Twining tea family. Twining served as Governor of North Borneo from November 1946 until 1949. He then went on to become Governor of Tanganyika between 1949 and 1958, when he was succeeded by Sir Richard Turnbull.

As a subaltern in the Worcestershire Regiment during the Anglo-Irish War, he captured Éamon de Valera for which he received the MBE. He was born in Marylebone, London, educated at Lancing College and the Royal Military Academy, Sandhurst and died in Westminster aged 68.
