Postoj některých států proti církví vidí jako boj jejich vládců proti bohu. Brojí proti ideologií socialistů a komunistů. Zdůrazňuje důležitost vzdělání kněží a požaduje nejvyšší možnou úroveň morálního jednání už v seminářích.
