David Mercer was an English playwright and dramatist. After working as a technician and serving in the Royal Navy he attended Kings College, Newcastle (which then awarded degrees validated by Durham University) and graduated in 1953. David Mercer wrote plays that studied decline in British culture which became well known in the 1960s, including Morgan, A Suitable Case for Treatment (television, 1962) which was re-made as a film in 1966 called Morgan! and After Haggerty (1970).

In 1982, The Arcata Promise, a stage adaptation of the television play, was produced by Brockman Seawell and premiered in New York in 1982, starring Brian Murray.
