  • Unter Völkerverständigung versteht man eine tiefgreifende Kommunikation zwischen verschiedenen Bevölkerungsgruppen, Kulturkreisen oder anderen vergleichbaren großen Gruppen auf allen Ebenen. Dabei gilt als Ziel, dass durch die Verständigung, Begegnung und interkulturelles Lernen Vorurteile und Grenzen zwischen den verschiedenen Gruppen abgebaut und ein kultureller (und auch wissenschaftlicher) Austausch ermöglicht wird. Dieses Ziel wird von Privatpersonen, Vereinen oder auch staatlichen Institutionen verfolgt. Die Völkerverständigung wird auch als Lösungsansatz für lang andauernde Konflikte verschiedener Ethnien oder religiöser Gruppen gesehen, so zum Beispiel im Bosnien-Herzegowina-Konflikt oder in verschiedenen afrikanischen Konflikten. In solchen Regionen erhofft man sich durch den Abbau des Konfliktpotentials eine stabilisierende Wirkung, die auf Dauer ein friedliches Zusammenleben der unterschiedlichen Gruppen ermöglicht. Dabei werden der Völkerverständigung dienende Projekte meist aus dem Ausland gefördert und unterstützt. Als gegen die Völkerverständigung gerichtet fasst man demnach Organisationen und Institutionen auf, die ein friedliches Zusammenleben mit meist gewalttätigen Mitteln zu verhindern versuchen. Dazu zählen vor allem als terroristisch eingestufte Organisationen.

Prolongeant les travaux de Joseph Nye sur la mise en évidence, à côté d'un hard power étatique, d'un soft power plus culturel, tout aussi important pour l'influence des Etats, le terme vise à tenir compte de l'évolution qui consiste pour les individus non plus à passer par l'entremise de chefs d'Etat, ministres ou ambassadeurs pour négocier dans un cadre politique officiel, mais à se servir de la culture pour renouveler le champ diplomatique. Davantage centrée sur la culture comme identité propre aux acteurs dans le cadre de la mondialisation, la diplomatie culturelle vise à l'échange de points de vues, à l'amélioration de la connaissance des autres cultures, à la comparaison des façons de faire à travers le monde afin d'aplanir les différends que le diplomatie classique ne parvient pas à résoudre.
