Horne (also Horn, Hoorn or Hoorne) is a small historic county of the Holy Roman Empire in present Netherlands and Belgium. It takes its name from the village Horn, west of Roermond. The residence of the counts of Horne was moved from Horn to Weert in the 15th century. After the execution of the last count of Horne, Philip de Montmorency, in 1568, the county was united with the bishopric of Liège in personal union.

It was suppressed in 1795, when it was occupied by the French, and it became part of the French département Meuse-Inférieure.

Sie wurde 1450 zur Reichsgrafschaft erhoben und gelangte nach dem Tod des Grafen Philippe de Montmorency, Graf von Hoorn, ab 1568 in verschiedene Hände. Das Fürstbistum Lüttich hatte über sie seit 1576 die Oberaufsicht und erlangte 1614 die vollen Rechte über sie. Spätestens seit diesem Zeitpunkt gehörte sie - wie das Hochstift Lüttich - zum Niederrheinisch-Westfälischen Reichskreis. 1801 kam sie an Frankreich und 1815 an die Niederlande.

Le territoire est aujourd'hui en Limbourg néerlandais. Avec celui du duché de Bouillon, du marquisat de Franchimont, du comté de Looz et de la ville de Liège, son blason constituait les armoiries de la Principauté. Philippe de Montmorency, comte de Horn, joua un rôle politique important au début du soulèvement des Pays-Bas sous le règne de Philippe II d'Espagne.
