The game is a spin-off of the Contra series, but has no plot ties to the previous games (except for the mention of Neo City in the American Contra III manual) other than the game's title. Instead the game revolves around a special task force fighting human terrorists in a present day urban setting. The game was originally announced for Japanese release under the title of Arc Hound, with no ties to the Contra series. Arc Hound was promoted in a flyer included with the Famicom game Crisis Force and covered in Japanese game magazines, but was never released. The game's protagonists were identified in these previews as the "Independent Public Order Task Force Untouchable".

Es un spin-off de la saga ya que no sigue la linea argumental de la serie, lo único que lo liga a la serie es durante el primer nivel es ambientado en una versión de la ciudad Neo City en el pasado en el año 1992, la misma que el primer nivel de Contra III: The Alien Wars aunque esta se desarrolla en el futuro. El juego originalmente iba a ser lanzado bajo el nombre Arc Hound en Japón solo un mini poster publicitario fue lanzado en el juego de Famicom Crisis Force y fue publicitado en algunas revistas japonesas posteriormente el juego fue cancelado, como el juego reúne algunos elementos de la saga contra fue cambiado con el nombre Contra Force y lanzado solo en América. El juego fue pionero en la saga en poder escoger a cuatro diferentes personajes: el líder del grupo Burns, Iron, Smith y Beans además de poder jugar cooperativo con la cpu y cambiar o escoger en cualquier momento el personaje, en cuanto a los gráficos son bien detallados tanto los escenarios como personajes y enemigos y con una buena paleta de colores y buenas animaciones pero sufre de algunas pequeñas ralentizaciones aunque la mayor parte del tiempo el juego va fluido. El juego tuvo diferentes criticas por ser distinto a la saga y por su diferente historia, debido a esto se vendieron pocos juegos lo cual lo hace un juego valorado por coleccionistas.
