For the European commission the co-modality refers to a "use of different modes on their own and in combination" in the aim to obtain "an optimal and sustainable utilisation of resources". This notion introduces a new approach to the European transport policy in which one do not seek, like in the 2001 white paper, to oppose transport modes one to another, i.e. opposing roads to its alternatives, but rather to find an optimum exploiting the domains of relevance of the various transport modes and of their combinations.

Pour la commission européenne la comodalité est définie comme "le recours efficace à différents modes de transport isolément ou en combinaison" dans le but d'obtenir une "utilisation optimale et durable des ressources". Cette notion traduit une nouvelle approche de la politique européenne des transports dans laquelle on ne cherche plus, comme dans le livre blanc de 2001, à opposer les modes de transport les uns aux autres, c'est-à-dire à opposer le transport routier aux autres modes, mais plutôt à trouver un optimum en tirant parti des espaces de pertinence des différents modes et de leurs combinaisons.
  • Współmodalność (czasem tłumaczona jako komodalność od ang. co-modality) - oznacza efektywne wykorzystywanie różnych środków transportu samodzielnie i w połączeniu z innymi, w celu doprowadzenia do optymalnego oraz zrównoważonego wykorzystania zasobów. Słowo optymalnego należy tu rozumieć zarówno w sensie ekonomicznym, finansowym, poziomu świadczonych usług, jak i ze względu na aspekty ochrony środowiska. Termin ten powstał na potrzeby określenia polityki Unii Europejskiej odnośnie zrównoważonego rozwoju transportu. Polityka taka została określona w 2006 roku w przeglądzie średniookresowym białej księgi transportu [COM(2006) 314]. Zmiana polityki z poprzedniej promującej transport intermodalny/multimodalny wynikała głównie z faktu, iż stosowanie tego rodzaju transportu nie przynosiło w niektórych sytuacjach zamierzonego efektu w postaci większej efektywności wobec wykorzystywania samego transportu drogowego. Wprowadzenie takiej zmiany spotkało się z przychylnością części środowisk. Jednakże polityka ta spotkała się również z krytyką m. in. ze strony EIM, która zarzucała KE odejście od polityki zrównoważonego rozwoju poprzez udzielenie większego wsparcia na rzecz mniej ekologicznego transportu drogowego, kosztem bardziej ekologicznych, np. transportu kolejowego.
