The Axel was a rebadged version of the small Oltcit hatchback. Three specifications were available: Axel 11, Axel 11R and Axel 12 TRS. They were powered by the air-cooled engines from the Citroën GS/GSA. It was derived from the Prototype Y of the early 1970s, which was intended to become the Citroën Visa until Peugeot took over Citroën and required the new model to be based on the Peugeot 104. At this point the Visa came to be based on the 104, whilst the later Oltcit was built based on the original Prototype Y plans. Thus the five-door Visa and the three-door Axel look very similar, but there is no part exchangeable between these two Citroën models.

Bereits Ende 1982 kam das Modell als Oltcit Axel in Rumänien auf den Markt. Der Wagen wurde dann ab 1985 von Citroën in Westeuropa, vor allem in Frankreich und Österreich (nicht aber in Deutschland) unter der Modellbezeichnung Axel vertrieben. Gerade in Österreich erfreute sich der Citroën Axel in den 1980er Jahren vor allem bei jungen Frauen aufgrund des niedrigen Anschaffungspreises und der kompakten Abmessungen großer Beliebtheit; allerdings entsprach das Fahrzeug nicht unbedingt immer den westlichen Qualitätsansprüchen. Der Axel war weiterhin auch als typischer Citroën erkennbar (unter anderem Verwendung von Bedienungssatelliten). Allerdings wurde der technisch auf dem Peugeot 104 basierende Citroën Visa mit wassergekühltem Vierzylinder-Reihenmotor oder luftgekühltem Zweizylinder-Boxer aus der Ente von den Citroën-Entwicklern mit dem gleichen Design versehen, ohne dass sie nach Übernahme durch Peugeot noch Zugang zu den Originalplänen hatten. Aus diesem Grunde sehen sich der Fünftürer Visa und der Dreitürer Axel zum Verwechseln ähnlich, besitzen aber kein einziges gemeinsames Karosserieteil. Drei Motorvarianten gab es: Axel 11, Axel 11 R und Axel 12 TRS. Der Export des Oltcit Axel (auch des 1986 eingeführten Oltcit Axel Visa) wurde 1988 bereits eingestellt, lief aber noch unter dem Namen bis Anfang 1991 in Rumänien weiter. 1994 fand noch eine Umbenennung in Oltcit Club statt. Bis zur Einstellung der Baureihe war Rumänien bis 1996 eine beliebte Motoren- und Teilequelle für Citroën GS-Fahrer.

Proportionnellement, ce sont les versions «Entreprise» (deux places, TVA à 18,6% récupérable au lieu de 33%) qui auront le plus de succès. L'Axel offrait des atouts comme la tenue de route, le confort de suspension, la nervosité, une habitabilité meilleure que celle de la Visa, et un coffre plus vaste et plus pratique d'accès, grâce à un seuil de chargement très bas et à sa suspension arrière à barres de torsion et amortisseurs horizontaux, qui, au contraire de celle de la Visa, héritée de la Peugeot 104, permettait d'éviter de pénaliser la largeur utile du coffre par les puits d'amortisseurs verticaux. Le principe de cette suspension sera d'ailleurs repris dans les AX, Saxo et Peugeot 106. Au rang des défauts, une ligne banale, une consommation élevée, et pour les premiers modèles en tout cas, de nombreux problèmes de fiabilité liés à un manque de contrôle de fabrication de l'usine roumaine.

De auto leek uiterlijk erg veel op de Citroën Visa, maar afgezien van wat onderling uitwisselbare onderdelen, was het een totaal verschillende auto. De Axel heeft twee portieren, is afgeleid van Projet TA, wat ooit een samenwerkingsverband tussen Fiat en Citroën had moeten worden, was bedoeld als opvolger van de Citroën Ami en had torsiestaafvering en luchtgekoelde boxermotoren van de Citroën GSA. De Visa heeft vier portieren, is afgeleid van de Peugeot 104, had McPherson schroefvering en watergekoelde lijnmotoren van Peugeot. Daarnaast had de Axel, uniek voor de prijsklasse, rondom schijfremmen, de Visa moest het op de achterwielen met trommelremmen stellen. Tenslotte werd het ontwerp van de Axel speciaal aangepast voor Oost-Europese omstandigheden, met een verhoogde grondspeling voor de slechte wegen aldaar en aangepaste ontsteking en carburatie om ook in barre winters te kunnen starten. Mede door de uitermate slechte afwerking en de bedaagde vormgeving viel de verkoop tegen. De auto heeft dezelfde lijnen als de Visa, maar deze was al vanaf 1979 op de markt en was kwalitatief aanzienlijk beter. De auto werd daarom met een aanzienlijk lage prijsstelling in de markt gezet, de meest luxe versie van de Axel lag qua prijs onder die van de kariger uitgeruste Visa 11 RE en de Axel 11 werd in Frankrijk zelfs voor een lager bedrag verkocht dan Citroën 2CV. Vandaag de dag rijden er nog maar enkele exemplaren van de naar schatting 20.000 in West-Europa verkochte Axels rond.
