In der jüngeren Vergangenheit wurde die Amtsinhaberschaft mit dem Dienst als ein Minister für das Kabinettsbüro verbunden, so zum Beispiel im Falle von Alan Milburn, der den Titel des Kanzlers des Herzogtums Lancaster 2004 erhalten hatte und gleichzeitig dem Kabinett wieder beitrat. Dies ermöglichte es ihm, über einen Sitz im Kabinett zu verfügen, ohne einen zeitaufwendigen Regierungsposten übernehmen zu müssen, so dass er sich bei voller Regierungsnähe seinen Aufgaben als Wahlkampfleiter bei den Unterhauswahlen im Jahre 2005 widmen konnte.
