Celso Pitta (born September 29, 1946) is a Brazilian economist and politician. Pitta was the first Afro-Brazilian mayor of São Paulo, Brazil from 1997 to 2000, elected as the successor of Paulo Maluf, having his explicit political endorsement, since he worked with Maluf's administration as Secretary of Finance. He was a member of the PPB party at that time, and faced corruption allegations like his predecessor, most notoriously with accusations coming from his ex-wife, Nicéa Camargo.

- Celso Pitta (born September 29, 1946) is a Brazilian economist and politician. Pitta was the first Afro-Brazilian mayor of São Paulo, Brazil from 1997 to 2000, elected as the successor of Paulo Maluf, having his explicit political endorsement, since he worked with Maluf's administration as Secretary of Finance. He was a member of the PPB party at that time, and faced corruption allegations like his predecessor, most notoriously with accusations coming from his ex-wife, Nicéa Camargo. On May 26, 2000 he was ousted from office by a decision of the São Paulo State Superior Court, and the vice-mayor, Régis de Oliveira, was inaugurated as the new mayor. Eighteen days later the court's decision was reversed, and Pitta returned to office, Régis became vice-mayor again. In 2002 he ran for a seat in the Chamber of Deputies, and in 2004 in the city council, but wasn't elected either time. The biggest corruption scandals that involved Pitta's administration was called, the "escândalo dos precatórios" concerned issuance of state and municipal-guaranteed bonds above the borrowing limits set for state or municipal indebtedness, in order to pay off court judgments. In the "scandal," bogus "precatorios" were created so that bonds could be issued to pay unauthorized expenses, thereby getting around the budget limits. The Washington Post (11/25/99), on article in corruption in Brazil, later wrote “... an investigation found that members of a congressional budget committee had funneled hundreds of millions of dollars to construction companies in a complicated kickback scheme. ” Illegal financial operations made by Pitta were intercepted by the Federal Police during an Operation called Satiagraha, on 8 July 2008, leading to others' and the former mayor's arrest. The Satiagraha's Operation caught the former mayor illegal negotiations, between them, another precatorio's negotiation with the liquid value of 92 million reais, more than US$170 million, at that time. Celso Pitta has been charged for money laundering and fraud, having already been convicted on two charges related to "precatorios", before his arrest during the Satiagraha Operation.

Foi o prefeito da cidade de São Paulo de 1º de janeiro de 1997 a 26 de maio de 2000 e de 13 de junho a 31 de dezembro de 2000. Foi o segundo negro a ser prefeito da cidade de São Paulo. O primeiro foi o advogado Paulo Lauro, que ocupou o cargo entre 1947 e 1948. Pelo fato de, na época, ainda não existir a possibilidade de reeleição em cargos executivos no Brasil, o então prefeito Paulo Maluf decidiu lançar seu secretário de finanças para dar prosseguimento ao seu modo de governar. Destaca-se a frase "votem no Pitta, e se ele não for um grande prefeito, nunca mais votem em mim", para demonstrar sua confiança no afilhado político. Foi eleito no segundo turno pelo Partido Progressista (na época chamado Partido Progressista Brasileiro; PPB), derrotando surpreendentemente a candidata do Partido dos Trabalhadores, Luiza Erundina. A vitória de Pitta se deu principalmente ao apoio do prefeito Paulo Maluf, que possuía grande aprovação. Suas propostas envolviam principalmente projetos na área de transporte, como o "fura-fila" (chamado depois de "Paulistão" e de "Expresso Tiradentes"), parcialmente finalizado dez anos depois, ao custo total de 1,2 bilhão de reais.
