Born in Westfield, Vermont, he attended the common schools, People's Academy in Morrisville and Lamoille Central Academy in Hyde Park. He was a dealer in raw calfskins at Hyde Park and was president and director of several banks and corporations. From 1869 to 1872 he was a member of the Vermont House of Representatives; from 1874 to 1876 a member of the Vermont Senate, and from 1880 to 1891 registrar of probate court.

  • Carroll Smalley Page was a United States Senator and Governor of Vermont. From 1869 to 1872 he was a member of the Vermont House of Representatives; from 1874 to 1876 a member of the Vermont Senate, and from 1880 to 1891 registrar of probate court. He was a savings bank examiner from 1884 to 1888, and was Governor of Vermont from 1890 to 1892. In 1908, Page was elected as a Republican to the U.S. Senate to fill the vacancy caused by the death of Redfield Proctor; he was reelected in 1910 and 1916 and served from October 21, 1908, to March 3, 1923. He was not a candidate for reelection in 1922. While in the Senate, Page was chairman of the Committee on Standards, Weights and Measures (Sixty-first Congress) and a member of the Committee on Cuban Relations (Sixty-second Congress), the Committee on the Disposition of Useless Executive Papers (Sixty-third Congress), the Committee on Transportation and Sale of Meat Products (Sixty-fourth and Sixty-fifth Congresses), and the Committee on Naval Affairs (Sixty-sixth and Sixty-seventh Congresses). He resided in Hyde Park until his death in 1925; interment was in Hyde Park Cemetery.

Von 1880 bis 1891 gehörte er der Verwaltung eines Nachlassgerichtes an; von 1884 bis 1888 arbeitete er zudem für die Sparkassenaufsichtsbehörde. Politisch wurde er 1869 aktiv, als er ins Repräsentantenhaus des Staates Vermont gewählt wurde, dem er bis 1872 angehörte. Von 1874 bis 1876 war er Mitglied des Staatssenats. 1890 wurde Page für eine zweijährige Amtsperiode zum Gouverneur von Vermont gewählt. Als es 1908 darum ging, einen Nachfolger für den verstorbenen US-Senator Redfield Proctor zu finden, fiel die Wahl auf Carroll Page. 1910 und 1916 wurde er jeweils für sechs Jahre im Amt bestätigt. Nachdem er 1922 nicht für eine erneute Kandidatur in Betracht gezogen worden war, endete seine Amtszeit in Washington am 3. März 1923. Während seiner Zeit im Senat war er Vorsitzender und Mitglied mehrerer Ausschüsse. Nach dem Ende seiner politischen Karriere kehrte Page nach Hyde Park zurück, wo er zwei Jahre später verstarb.
