Carlos Eugenio Restrepo Restrepo (September 12, 1867 – July 6, 1937) was a Colombian lawyer, writer, and statesman, who was elected President of Colombia in 1910. During his administration he worked towards making political reconciliation among the Conservative and Liberals. He appointed members of the Liberal Party to his Cabinet, and to the dismay of some of his own party, adopted a neutral stand on all issues.

He earned the nickname Monsieur Veto for vetoing many bills he considered were not in the best interest of the Nation. He later served as Minister of the Interior and Justice and Ambassador to the Holy See.

Cursó estudios en el Instituto de Enseñanza Superior. Suspendió sus estudios de Derecho por la guerra de 1885. Participó también en la Guerra de los Mil Días, como Jefe del Estado Mayor del conservador Pedro Nel Ospina. Luego estudió por su cuenta y trabajó en el bufete de su padre. Inició una brillante carrera profesional que lo llevaría a la Presidencia de la República de Colombia. El 16 de abril de 1890 se casó con Isabel Gaviria, con quien tendría 9 hijos, entre ellos Margarita, futura esposa del filósofo Fernando González. Después de su periodo presidencial regresó a Medellín donde se vinculó con la industria privada. Vuelve nuevamente a la política para participar en el gobierno de Enrique Olaya Herrera como ministro de Gobierno y embajador ante la Santa Sede. Murió en su casa de Medellín, el 6 de julio de 1937, víctima de una pulmonía. En su honor, uno de los barrios tradicionales de Medellín lleva su nombre.
