Carlo Gaetano Gaisruck was the archbishop of Milan from 1816 to 1846. Gaisruck was born on the seventh of August in 1769 in Austria. He was elected the canon of the Cathedral chapter of Passau in September of 1788. In 1800 he was ordained a Catholic priest. The next year he became the auxiliary bishop of Passau, thus gaining the title of Bishop of Derbe. He received a doctorate in liberal arts and philosophy from the University of Salzburg. In 1818 he became archbishop of Milan.

Seit 1788 Priester in Passau und ab 1801 Weihbischof der Diözese Passau, wurde Graf Gaisruck durch den Einfluss der Habsburger 1818 Erzbischof von Mailand. 1824 wurde er zum Kardinal ernannt, ab 1829 war er Kardinalpriester der Titularkirche San Marco. Nach dem Tode von Papst Gregor XVI. (1831–1846) reiste Kardinal von Gaisruck zum Konklave nach Rom, mit dem vermuteten Auftrag des Kaisers, die Exklusive, ein umstrittenes Veto, gegen den als liberal geltenden italienischen Kardinal Giovanni Maria Mastai-Ferretti auszusprechen. Nach anderen Quellen soll die Exklusive jedoch Pasquale Kardinal Gizzi gegolten haben. Doch Kardinal Gaisruck reiste ohne Hast und kam zu spät in Rom an. Das Konklave hatte vor seiner Ankunft bereits am 16. Juni 1846 Graf Mastai-Ferretti zum Papst gewählt, der sich Pius IX. nannte. Fünf Monate nach dem Konklave, am 19. November 1846, starb der beim Volk sehr beliebte Kardinal von Gaisruck. Er liegt im Mailänder Dom begraben.
