November 1928 in Paris mit dem Ziel gegründet, einen gemeinsamen internationalen Ausschuss zur Gestaltung und Ausschreibung von Weltausstellungen sowie weiterer internationaler Messen (Internationale Gartenbaumesse u. ä. ) zu bilden; so bestimmt die Organisation über den Veranstaltungsort, das Reglement und die Werbemaßnahmen der Messen (vergleichbar ist das Komitee mit dem IOC). In der öffentlichen Kritik stand das BIE wegen der umstrittenen Weltausstellung 1964/1965 in New York aufgrund schlechter Besucherzahlen und Demonstrationen von Bürgerrechtsbewegungen vor dem Messegelände. Die BIE finanziert sich über Beitragsgebühren (aktuell 156 Mitgliedsländer).

La seu es troba a París. La BIE té tres classes d'Expo: universal, internacional i especialitzada. Des de 1933 fins a 1976, havia dos tipus de Expo: Exposició Universal (o general), incloses: Exposició General de primera categoria, en les quals cada país s'ha de construir el seu propi pavelló. Exposició General de segona categoria, en les quals la Expo construïa els pavellons. Exposició Especialitzada (o internacional), on la Expo construiria els edificis. Des de 1975 hi ha dos tipus d'Expo: Exposició Universal (la 1ª i la 2ª categoria s'ajunten). Exposició Internacional (o especialitzada). Sota aquest reglament, cada país pot construir el seu propi pavelló en una exposició universal, menys als països pobres, que se'ls proporcionarien. En l'Exposició Internacional, la Expo construeix els pavellons.

Inizialmente il BIE aveva solo compiti amministrativi legati all'organizzazione delle esposizioni internazionali. Col tempo però il suo ruolo è evoluto in quello di ente sì a supporto amministrativo, ma anche che offre esperienze professionali nelle materie soggetto delle Expo e che partecipa attivamente alla promozione delle stesse. Inoltre è importante il suo ruolo come organizzazione propsiotrice di dialogo e cooperazione internazionale. Regola quindi la frequenza delle esposizioni, la loro regolamentazione con rispetto delle leggi internazionali e ne garantisce la qualità. Al momento i membri del BIE sono 155 Stati, ognuno rappresentato da uno o più delegati (al massimo tre). Qualsiasi Paese può diventare membro dell'organizzazione a patto di sottoscrivere la Convenzione del 1928 e i successivi protocolli.
