De Benneville "Bert" Bell (February 25, 1895 – October 11, 1959) was the National Football League commissioner from 1946 until his death. He was an assistant football coach at the University of Pennsylvania (1920–1929), and at Temple University (1931–1932). He was the co-founder and part owner of the Philadelphia Eagles (1933–1936), sole owner (1936–1940), and also head coach (1936–1940).

As the NFL Commissioner, his overall role was to enhance the NFL's popularity and maintain a core set of teams that were financially sound. He was an employee at will of the owners, but his role became one of convincing the owners to put short-sighted self-interests aside and act cohesively to improve the NFL's standing. Specifically, his accomplishments as commissioner included presiding over the end of racial segregation in the NFL in 1946, enacting an antigambling resolution into the NFL constitution in 1947, developing league wide team schedules in the NFL from 1948 to 1952, negotiating the first television broadcast for the NFL and merging the NFL with the AAFC in 1949, setting television policy for the NFL in 1951, recognizing the NFLPA, and introducing a partial TV revenue sharing plan.
