Bernard J. Eastlund was a physicist who received his B.S. in physics from MIT and a his Ph.D. in physics from Columbia University. He received a Special Achievement Certificate from the U. S. Atomic Energy Commission in 1970 for co-invention of the "Fusion Torch. " Eastlund was the founder of Eastlund Scientific Enterprises Corporation (ESEC), a small company in Houston, Texas that provided scientific, engineering and technical services. His hobby was astrophysics.

In addition, Eastlund is one of the patent holders (US Patent #4,686,605) that led to the development of the High Frequency Active Auroral Research Program HAARP which has been sensationalized in many books as a weapon with the potential to destroy the world by creating a death ray and altering weather patterns. Bernard Eastlund died on December 12 2007. In his final days, he continued to explore research in advanced physics topics and applications even holding meetings at his hospital bedside. He is survived by his wife, children and numerous grandchildren.

Eastlund selbst arbeitete an solchen Anwendungen für Advanced Power Technologies Inc. , einer Tochterfirma von ARCO. Als Anwendungen wurden nicht nur die Entwicklung eines Raketenschildes gegen ICBMs ins Auge gefasst, sondern auch die Manipulation des Wetters durch Beeinflussung des Verlaufs des Jetstreams . Eine weitere Idee von Eastlund ist die Verwendung von Kernfusionsreaktoren z.B. zur Trennung und späteren Wiederverwertung von Elementen aus dem Jahr 1968 . Eastlund und Gough waren damals Programmmanager im Fusionsforschungsprogramm der AEC. Eastlund war Gründer der Technologie-Beratungsfirma Eastlund Scientific Enterprises Corporation in Houston, Texas. Nebenbei beschäftigte er sich auch mit Astrophysik und veröffentlichte über Pulsare und Gammastrahlenquellen .
