Il était fils de Guillaume comte de Toulouse (un cousin de Charlemagne) et de la dame gothe Cunégonde, sa première épouse. Après 790, son père lui confia le gouvernement des comtés du Razès et du Conflent, confiant ceux du Roussillon (avec le pays du Vallespir) et d'Ampurias à son autre fils Gaucelme (qu'il avait eu de son second mariage). Berà épousa une dame goth appelée Romilla.
