Benjamin Franklin Howell (January 27, 1844 – February 1, 1933) was an American Republican Party politician who represented New Jersey's 3rd congressional district in the United States House of Representatives from 1895 to 1911. Born in Cedarville, New Jersey, Howell attended the common schools, and graduated from Fort Edward Institute, New York. He enlisted in the Twelfth Regiment, New Jersey Volunteers, in 1862 and served until the close of the war.

He served as chairman of the Committee on Immigration and Naturalization (Fifty-eighth through Sixty-first Congresses). He was an unsuccessful candidate for reelection in 1910 to the Sixty-second Congress. He served as delegate to the 1896 Republican National Convention. He served as member of the United States Immigration Commission 1907-1910. He died at New Brunswick, New Jersey, February 1, 1933. He was interred in Christ Cemetery, South Amboy, New Jersey.
