BCS recruitment system consists of - MCQ preliminary test, written test, viva-voce,final result publication, medical test, police verification and finally appointment. Bangladesh Civil Service is still following the colonial model, which is not appropriate for a country like Bangladesh in this era. Any BCS officer from any cadre can become a Secretary, the highest post in the government, which is unusual in Bangladesh compared to the other South Asian countries. Bangladeshi secretaries are too bureaucratic. Most of the Bangladeshi civil servants did not play any vital role during Bangladesh Independence War except some patriotic officers. Most of them served the Pakistan Government.
