As well as being a member of the Human Rights Association, she is a founder member of the Patriotic Women's Association (YKD). Elected to the Turlish Parliament in 2007, as an MP for Diyarbakir, she is regarded as a member of the moderate wing of the party. She previously acted as a lawyer for Abdullah Öcalan. In 2007 she was sentenced to 18 months in jail, when she was DTP chairwoman, over the distribution of party leaflets in the Kurdish language, a violation of the law that requires all political literature be in Turkish. On 5 February 2009 Tuğluk was again sentenced, this time to 18 months in prison by a court in the southeastern city of Diyarbakir for violating anti-terrorism laws by referring to PKK fighters as 'heroes to some' at a rally in 2006.

En février 2009, un tribunal de Diyarbakir (sud-est), l'a condamné à un an et demi de prison pour « propagande » de la rébellion kurde et du Parti des travailleurs du Kurdistan (PKK), mais elle n'ira pas immédiatement en prison à cause de son immunité parlementaire. Son dossier sera déféré devant la Cour de cassation qui pourra dans les mois à venir demander au Parlement d'Ankara de lever par un vote son immunité parlementaire.

Abdullah Öcalan'ın arkadaşlarından Alaattin Tuğluk’un kız kardeşidir. Abisinin PKK’daki aktif görevleri nedeniyle örgütle ilişkisi eskiye dayandığı iddia edilmektedir. DTP içindeki ılımlı kanattan olduğu iddia edilen ve Ahmet Türk'le beraber parti içinde "pasif ve uzlaşmacı" olmakla suçlanan Tuğluk, 9 Kasım 2007 tarihindeki DTP Olağanüstü Kongresi’nde eşbaşkanlık görevinden ayrıldı.
