La seva família es traslladà a Barcelona sent ell encara un infant i en aquesta ciutat es formà musicalment, estudiant piano amb Alícia de Larrocha, i composició sota el magisteri de Xavier Montsalvatge i Manuel Blancafort, e el Conservatori Municipal de Barcelona. El 1951 fixà la seva residència a París (es nacionalitzaria francès l'any 1979), malgrat que pels freqüents viatges a Barcelona es considerava membre del Cercle Manuel de Falla, on coincidia sovint amb altres músics, com Josep Cercós, Mestres Quadreny, Albert Blancafort, i escriptors com Eduard Cirlot. En la capital francesa amplià coneixements amb Ives Nat i Alfred Cortot. Des de 1958 començà a dissenyar programes musicals per Ràdio-Canadà-Quebec, France Music i Ràdio Nacional d'Espanya, una labor que li'n donà gran prestigi i li va permetre ingressar el 1962 com a professor en l'Escola Normal de Música de París. Com a compositor, va escriure especialment peces per a guitarra, una d'elles, el concert Tablas, creat específicament per al guitarrista Narciso Yepes, que també inclogué en el seu repertori el concertino Tres en raya i les peces Canción y danza i Estancias. Ruiz Pipó deixà així mateix composicions breus per a arpa, piano, quartets de corda, cançons i la peça simfònica El libro de lejanía. Mlagrat la seva opció francesa, Ruiz Pipó mai deixà de sentir-se espanyol i compaginà aquells treballs amb la investigació musical, era freqüent veure'l en arxius espanyols cercant composicions oblidades: en aquest sentit aconseguí rescatar nombroses obres escrites per a clave dels segles XVII i XVIII.
