Alejandro O'Reilly, was a highly respected military reformer and Inspector-General of Infantry for the Spanish Empire in the second half of the 18th century. O'Reilly served as the second Spanish governor of colonial Louisiana, being the first Spanish official to actually exercise power in the Louisiana territory after France ceded it to Spain. For his much appreciated services to the Crown of Spain, he was ennobled as a conde (count), and granted a coat of arms.

Bei seiner Ankunft in New Orleans, der Hauptstadt der Kolonie, erklärte O’Reilly Louisiana im August 1769 zu spanischem Besitz. In der Stadt gilt er wegen der Hinrichtung sechs prominenter Franzosen im Oktober 1769 heute noch als „Bloody O’Reilly“. Er errichtete eine spanischen Kolonialregierung, die die französischen Strukturen ersetzte. Nach Abschluss seiner Mission wurde O’Reilly im März 1770 als Gouverneur abgelöst.
