In his early years, from 7 years old until he was 12, he was sent to boarding school in Devon, England. The school was called Ravenswood School, near the Town of Tiverton. In fact he writes about this school briefly, in his book "The Zanzibar Chest".

He is the author of The Zanzibar Chest: A Story of Life, Love, and Death in Foreign Lands, which was short-listed for the Samuel Johnson Prize. He is currently a columnist for The Spectator, and a correspondent for Unreported World. Hartley graduated from Oxford and the School of Oriental and African Studies, with a degree in Area Studies.
