Duncan Black, FBA (23 May 1908 – 14 January 1991) was a Scottish economist who laid the foundations of social choice theory. In particular he was responsible for unearthing the work of many early political scientists, including Charles Lutwidge Dodgson, and was responsible for the Black electoral system, a Condorcet method whereby, in the absence of a Condorcet winner (e.g. due to a cycle), the Borda winner is chosen.

Januar 1991 in Paignton) war ein schottischer Ökonom. Duncan Black gilt als Mitbegründer der Neuen Politischen Ökonomie. Er ist neben Kenneth Arrow der Hauptbegründer und Pionier der modernen Sozialwahltheorie. Sein Hauptwerk ist das 1958 erschienene Buch „The Theory of Committees and Elections“. Darin untersucht er u. a. Abstimmungsverfahren (Condorcet-Methode, Borda-Wahl) und Wahlprobleme (Condorcet-Paradoxon). Im zweiten Teil des Buches „History of the Mathematical Theory of Committees and Elections (excluding proportional representation)“ stellt er Autoren und ihre in Vergessenheit geratenen Texte bezüglich Wahlen vor: Jean Charles Borda, Marquis de Condorcet, Pierre-Simon Laplace, , Francis Galton und Charles Lutwidge Dodgson.
