| - The 25th Congress of the Communist Party of the Soviet Union met in Moscow from February 24 to March 5, 1976. General Secretary Leonid Brezhnev greeted 4,998 Soviet delegates and representatives from 96 foreign countries. Among Communist-ruled nations, only the People's Republic of China and Albania did not send representatives. The congress itself produced few surprises, with the main emphasis placed on the stability of the political and economic situation and the prospects of continued success in the future. Brezhnev declared that the USSR would not invade or fight other countries, but also stated that he would support national liberation movements, despite détente. Little mention was made of fundamental problems facing the Soviet Union— the slowdown of the rate of economic growth, the low output of agriculture despite heavy investment. The only critical voices raised were those of foreign Communists. French Communist leader Georges Marchais boycotted the congress after criticizing the Soviet Union's suppression of dissidents. A major problem that faced Soviet leaders, and one that was continually evaded, was the need to rejuvenate the Politburo, which was elected at the 1st Plenary Session of the 25th Central Committee. The membership of the 25th Politburo was slightly changed from the 24th Politburo, with the ouster of Soviet Agriculture Secretary Dmitry Polyansky in the wake of the failure of the 1975 grain harvest, and the addition of two new full members promoted from candidate status, Dmitriy Ustinov and Gregory Romanov. The subtraction of one and addition of two brought the full membership to 16. The members' average age was 66 years old. Brezhnev himself was 69. (en)

El Congreso en sí mismo produjo pocas sorpresas, con el principal énfasis puesto en la estabilidad política y económica, además de en la perspectiva de un eventual éxito en el futuro. Tal vez porque el recuerdo de la Primavera de Praga de agosto de 1968 estaba relativamente fresco en las memorias de varios de los concurrentes, Leonid Brézhnev declaró que la Unión Soviética no invadiría otros países ni combatiría contra ellos. No obstante, se hizo poca mención de los problemas fundamentales a los que ya se estaba enfrentando la URSS, en particular la desaceleración de la tasa de crecimiento económico y la baja producción agrícola, a pesar de una relativamente fuerte inversión al respecto. Las únicas voces críticas fueron las de algunos líderes o dirigentes marxistas extranjeros, sobre todo de aquellos enrolados en las corrientes del eurocomunismo (la cual sostenía que los partidos comunistas de los más ricos o desarrollados países de Europa Occidental debían buscar su propia vía hacia el socialismo) y del (relacionada al líder comunista italiano Palmiro Togliatti, la cual defendía la tesis de que Moscú no era el único centro de “irradiación ideológica”, sino que otras capitales europeas tales como París o Roma también lo eran). Al respecto de lo anteriormente mencionado, el entonces líder comunista francés Georges Marchais boicoteó el Congreso después de haber criticado la represión de los disidentes soviéticos. Una de los principales problemas a los que se enfrentaban los líderes soviéticos, pero que hasta entonces todavía era continuamente evadido, era el del envejecimiento y la cada vez más evidente necesidad de rejuvenecer el Politburó, cuyos miembros tenían una edad promedio de 66 años, mientras que el propio Leonid Brézhnev ya tenía 69 años. No obstante este preocupante problema que ya estaba comenzando a transformar al régimen soviético en cada vez más gerontocrático, la membresía de este selecto grupo partidario permaneció prácticamente sin cambios, al margen de que dos nuevos miembros fueron ascendidos al Politburó, Dmitri Ustinov y , llevando su entonces número a dieciséis.
