Australien \u00FCbernahm 1906 die britische Kolonie Britisch-Neuguinea als \u201ETerritorium Papua\u201C. Gleich zu Beginn des Ersten Weltkriegs besetzte Australien 1914 die deutsche Kolonie Deutsch-Neuguinea und erhielt 1920 vom V\u00F6lkerbund das Mandat zur Verwaltung des Gebietes unter der Bezeichnung \u201ETerritorium Neuguinea\u201C. Nach der Kapitulation Japans 1945 wurden sowohl die Zivilverwaltung von Papua als auch die von Neuguinea wiederhergestellt. 1946 erhielt Australien f\u00FCr die ehemals deutsche Besitzung Deutsch-Neuguinea ein UN-Treuhandmandat. Beide Landesteile wurden 1949 zum \u201ETerritorium Papua und Neuguinea\u201C (The Territory of Papua and New Guinea) zusammengeschlossen. 1962 empfahl eine UNO-Kommission die schnellstm\u00F6gliche Einrichtung einer Selbstverwaltung. Autonomiebestrebungen im Lande f\u00FChrten 1963 zur Einrichtung einer parlamentarischen Versammlung, die am 8. Juni 1964 er\u00F6ffnet wurde. Die parlamentarische Versammlung bestand aus 64 Mitgliedern. Von den 54 gew\u00E4hlten Abgeordneten waren 38 Einheimische. 1971 wurde das \u201ETerritorium Papua und Neuguinea\u201C in \u201EPapua-Neuguinea\u201C umbenannt. Am 1. Dezember 1973 \u00FCbernahm die neue Regierung in Port Moresby die innere Selbstverwaltung. Aus dem australischen Administrator wurde ein Hochkommissar. Australien beh\u00E4lt jedoch vorerst die Ressorts Verteidigung, Inneres, Au\u00DFenpolitik und Au\u00DFenhandel. Nach der Verabschiedung einer eigenen Verfassung erhielt Papua-Neuguinea am 16.
