Zu diesem Zweck wurden fl\u00E4chendeckende Schulleistungstests eingef\u00FChrt. Schulen, die bei diesen Tests schlecht abschneiden, werden sanktioniert. Ein weiteres Ziel war es, den Eltern mehr Verantwortung f\u00FCr die Ausbildung ihres Kindes zuzugestehen. Dies soll dadurch erreicht werden, dass man den Eltern die freie Wahl \u00FCber die Schule \u00FCberl\u00E4sst, die ihr Kind besuchen soll. Wenn die staatliche Schule den Anspr\u00FCchen nicht gen\u00FCgt, k\u00F6nnen sie sich in andere staatliche Schulen mit so genannten Bildungsgutscheinen einkaufen, einen Privatlehrer engagieren oder Charter Schools besuchen. Vor allem dieser Teil des Gesetzes ist kritisiert worden, da bef\u00FCrchtet wird, dass durch dieses System, Geld privaten Schulen zuflie\u00DFt das urspr\u00FCnglich zur Verbesserung der Finanzierung staatlicher Schulen vorgesehen war.
